A project of this scale required many carefully coordinated steps. Among them, CDOT:
- Surveyed the area
- Tested the soil to ensure it can support structural and roadway design features
- Assessed how the proposed improvement will affect the environment
- Assessed what problems the proposed improvement must solve
- Evaluated alternative remedies and developed a preferred choice for the project
- Evaluated any bridge and retaining wall plans and developed one option for further consideration
- Reviewed the area’s accident history and assessed how to make the area safer
- Analyzed traffic operation and evaluated recommendations for designs
- Evaluated how proposed improvements would affect the environment and studied recommendations to prevent or reduce any harmful effects.
- Prepared a Draft Project Development Report
- Met with community advisory groups and the general public to discuss preliminary findings
- Addressed community feedback and created the Final Project Development Report
